If the guy is running a wholesale outfit, then the car should be bought at an appropriate price that reflects its condition. But the condition needs to be accurately described in the ad.
It isn't clear from your post whether the problems were fully described. I have been following a different seller on ebay, and I have visited his lot to see the cars in person. The cars have not been fully described in his ebay ads, and I decided not to buy from him.
I have also seen this outfit's ads, and for a forgotten reason I resolved to avoid purchasing. Ebay is tough - I would consider most cars to be wholesale condition when (if) bidding.
