Emissions test failed since "check engine light" did not come on when ignition key is turned to on. Any easier way to change the light than removing the top of the dash? Mechanic says it may be a burned out light, it could be the printed circuit. Computer has not diagnosed any alternate problem yet. Thanks.

    Mechanic is correct. The cluster may be removable a la 850 procedure, which is only loosening the drivers side. Those bulbs seldom burn out.
    While you are changing a bulb, also change the large white ones and the two for the computer display. Remove the service bulb!
