Mystery vacuum hose V70-XC70 1998

I recently purchased a 1998 v70. There are 2 vacuum hoses, the very small ones, coming out of the air filter box. One is white and the other is black. The white one goes to a unit mounted front center engine compartment, near radiator. The black one is only about 10 inches long and is just dangling there. Where should this second, vacuum hose go?
