i am looking to make it so that the fog lamps will come on with only the parking lights lit up on the XC. it is a MY 2000 V70 XC.
i did this on my previous 850, and it was a simple matter of pulling a relay, and changing the position of the metal contacts in the base of the relay, and re-install it in. i looked under the steering column, and it looks totally different as far as relay placement goes, and there is no relay labeled 213 (if i remember right, that was the relay # on the 850)
anyone have any suggestions?

Here is the write-up for the 850's: http://volvospeed.com/vs_forum/index.php?showtopic=30120&pid=364908&mode=threaded&show=&st=entry364908
Here is the location of the relay on your car:

Although different relays, the process is the same.
Enjoy!

Ok, I looked under there again this morning...there is no relay that has the description written on it in the relay panel. In fact, it seems that my relay panel, and the positioning of the relays is different than int he car that was photoed in the Volvospeed forum.
I have a 2000, which, and someone correct em if I am wrong, is a P1, but runs on the same software as the P2's. Maybe this is why the relay panel is different? I have also heard that the P2's lights and other accesories (DRL's) are abeld and disabled by going through the computer.
Please do not tell me I have to go to the dealer to do this...if thats the case, its tottally rediculous.

Try the main relay box under the hood. Maybe it's the one marked 104 or 108. Try these...pulling them one at a time and see if the fogs turn on. If they don't, you'll know you hit pay dirt. I looked it up in some Volvo repair software I have, but it is really hard to tell for sure. At least if it isn't under the hood, it wasn't that big of a deal...you didn't have to take the knee panel off under the steering wheel. Good luck and post back what you find.

Right on!
It IS the 104/108 relay, and it even says "LIGHT CONTROL RELAY"right on it...I never thought to check in there, as it says "FUSES" on the outside. But they are together, as in, one relay occupies both positions, the 014 position and the 108 position. Once I opened up the box to see the internals, there is a circuit and two resistors, and some other stuff...sorry, I do not know anything about electrical things.
So, what do you suggest...is there a Euro relay I can purchase form Volvo? As I understand it, the euro cars have the ability to turn on their foglamps without the headlights being on...that is, in the parking light position.
Or, should I attempt to concoct something (on your advice) to get ti to work. There does not seem to be a lot of space in there, and it look much more dificult to do than on the 850's, and 98 S/V/C 70's.
Attached are some pics of the relay so you can see what I mean.
Thanks! :)

From this point forward I wouldn't take my advice on this for anything. Like you, I know very little about electronics, especially in cars. If it was a square relay that looked similar to the old style that's one thing but this one...ummmm, I don't know.
Maybe start a thread asking for a euro fog light relay for your car??
With your luck though, being a 2000 model year, you'd get the right relay and then would need a download from the dealer to make it work, and then they would tell you that they don't have the euro downloads....decisions, decisions.
You can always just wire up your fogs separately with a separate switch on your dash with a constant 12V if you're that determined to have the fogs on with headlights off, I guess.
Anyway, good luck. Sorry your car was so different than mine.

HAhahahah....no problem man...you have helped greatly with the hint of looking under the hood...at least now I know where it is.
I have already contacted someone in Canada and in Europe about the relay, as I am not going to mess around with it. I would not be into wiring them separately, at least not yet...until the relay option os explored. I am trying to achieve OEM cleanliness :)
Thanks for your help.
