Thanks for your phone call. AS I stated earlier by phone, if the receptor (catch) section will not release the belt's metal tongue no matter what you do, this is going to most likely be a dealer item only replacement. They will have to break the receptor (catch) section that anchors to the floor and replace it. I had to have this done once on our old 850. If I recall, trying to do it yourself could set off the airbag light (SRS) and you'll have to pay the dealer to turn it off, so it's best to let the dealer just replace the broken part to begin with. Others I'm sure will chime in if I'm wrong about setting off the SRS light.
Volvo part numbers for the driver's side seatbelt catch section you'll need are:
#9136184 for Sedans with chassis numbers up to 314238, For Wagons up to chassis number 222861
#9167651 for Sedans with Chassis numbers from (and greater than) 314239, and for wagons with chassis number 222862 and greater.
Alternative part number is #9160288 for the 9167651.
See if you can find a part number on the catch or receiving section of the seatbelt.
