Whin/Whir sound in steering V70-XC70 1999

I am experiencing a whirring or a whining sound in the steering when manuevering in small areas such as with parking etc. I know it is not the steering stops. It occurs throughout the turning radius not just in the extreme end points. It seems more like the power steering. The fluid level is fine I checked. Would a flush correct it? Our other xc same year and mileage is much quieter. I am stumped. Suggestions would be most welcome. Thank you.

    It seems to get worse with colder weather. But the noise is only there while you are turning the wheel.

      Klaus,
      I did the "repair" mentioned on BAy13 (you pointed to) several times and that squeek still came back. The real fix was replacing the entire boot with their redesigned one that doesn' that silly plastic white ring in it...The new one has a greased bearing ring built in.

    Sure it's not the rubber piece (called steering shaft boot or gaiter) at the base of the steering shaft that is attcached to the floor board? Though mine is a '98 S70 I had this sound and it drove me crazy. I bought the replacement piece (it had been redesigned) and I have no more such annoyance. On your car it's Volvo part #9461285.
