the material on the Sunroof head liner is coming unglued, is there a way to remove the sunroof cover without removing the complete roof headliner.

You can remove the glass lid, then the shade comes out from the top. You'll see some black clips that hold the shade into the tracks, just depress them inward to get it out.

There are step by step instructions on Volvospeed's Bay 13. I believe they were for an 850, but removal of the sunroof should be the same for the '70 series. Once the sunroof is removed, you can easily remove the sliding headliner and then use a good spray adhesive (I used 3M) to reattach the liner.
