low idle on deceleration S70 1998

My engine idles down to 450 rpm when the engine temp gauge hasn't been at full temp for a few minutes while slowing to stop. Only when outside temp is around 0 and colder. I've replaced the coolant temp sensor and thermostat/coolant as well as new rotor, cap, wires and plugs.
It does it in neutral too, so, should I think it is the O2 sensors not heating up, MAF is clean,

What do you think I should do next? more likley? MAF, O2(s), or throttle position sensor?

    Because it goes away when it gets relatively warmer, could it be that the tranny fluid is still cold and the tranny is slow to release the torque converter????? Perhaps a check on the tranny fluid and a flush?

      Tranny fluid is nice and clean, the car still does it if I put in neutral while rolling to top. 450 rpm is too low more like 600rpm (reading my memory wrong).

      I'm not sure how I can test any of the components one at a time.
      Any suggestions for testing Idle valve, and MAF?

    KSG said it corrrectly, your idle control valve is probably full of dirt. At 0F it is cold enough to cause a dirty valve to stick. Cleaning the throttle body is always a good thing to do. If you take off the TB, make sure you have a new gasket (OEM).

    Are the throttle body and idle air control motor (or drive-by-wire equivalent if that is what you have on your car) scrupulously clean?
