low idling

Hello,
My wife's 94 850 wagon n/a idling is too low it's as if the engine is gonna die on you. When i step on the gas it returns to normal around 900-1000rpm but as soon as you slow down & come to a halt it goes down again.
already did some works - plugs, wires, flame trap, vacuum elbows, replace the expensive mass air flow meter, charcoal canister.

no codes, runs good althogh i only hit 19mpg combined

Thanks in advance for all your valuable inputs.

Also inspect the throttle body for a dirty bore or looseness.

Time to soak the idle air control in a bath of carb cleaner. After loosening the clamps (I use a pair of dykes to compress them later) on the hoses, spray and use a tooth brush to get all of the gunk off. A pipe cleaner works also.

Make sure the vacuum tree is clear before putting everything back together.
