850 Wagon arm rest 850

I have a 97 850 wagon. The rear arm rest is currently "locked" position and only comes down about 20 degrees before it stops. The owner's manual says that when this happens to take it to the dealer...

any ideas?

    Normally it means that a toy, either from a pet or a child, - I have both - has become lodged in the mechanism near the bottom of the arm rest. I have pulled out action figures (kids) and rubber balls (pet).
