possible turbo problem? 850 1997

I was a little late this morning for work so drove a steady 80-85 for about 6 miles. It was -4 and I warmed the car up for 10 minutes and drove slow for another 4. The car sat for a couple hours. When I started it and drove I had no turbo boost, it took maybe 20 seconds to get to 55, no power at all. I stoped after about 7 or 8 miles and shut it off. When I started again it was better getting a little more boost, after a couple more minutes I had even more boost but still not normal, I then shut it off as I was home. I'll try again this afternoon when I go back to work. ANy ideas on what this might be or what happened would be appreciated. Car is a 97 850R w/150,000 miles.

Check the vacuum lines at the turbo, one may have gotten loose.
