What is that fan noise behind the right side headlight?

How could I get in there and clean it out?

There is no fan behind the passenger side headlight.

It might be your headlight wiper motor gone bad. Follow the trail to the wiring and unplug it. I completely removed mine rather than replacing them.

Now that you mention it it sounds like a headlight wiper moter

This thing is on all the time as soon as you turn the key

Just unplug the motor. Removal requires about 4 hours of frustration.
