Re-Program Remote Unlocker? V70-XC70 1998

I have one remote for a 1998 V70 that works, and one that doesn't.

I know there's a procedure for earlier model years to re-program the remote key fob (turn ign. switch on and off 6 times, press button on remote, etc) but I can't find any indication that this works on the '98 models. Any suggestions?

In '98, it's done in the dealership via the VST unless it's just a dead battery.
