Jill - Since your car is under warranty I would take it to a Volvo dealer if it is convenient. This sounds like the same problem I had while I was visiting in Irvine, California. It could be fixed by another service agency or yourself if you felt like it. The owners manual shows you how to take the turn signal light out. I went to the dealer in Irvine and the service writer fixed it the driveway. The side that is blinking fast is the side that is burned out. There is a very slight gap between the bulb and the socket, it archs because of the air space and burns the bulb and the socket. It is corrected by inserting a new bulb in a new socket with plenty of die-electric gel into the socket. He also put the die-electric gel into the other turn signal socket so it would not happen to that one. My dealer service representive in Albuquerque, said they have not had any come back once they have been fixed in this fashion.
Then also, there is the problem of the emergency turn signal switch which has been causing problems. They had my car for the day on that one. I don't know how long it took to fix. This problem renders both turn signals inoperative, except by pushing on the lever by hand. Both of these problems are well known to the service writers and technicans. Goodluck.
I really liked the way my S70 SE handled on the road between Irvine and Albuquerque. It was difficult to stop driving the car at the end of the day. When I'm not driving it, I'm sneaking a look at it! The turn signal problem will soon be memory.
