2000 S70 Sedan; 142,000 miles; runs great; Driver's front seat belt is stuck in the "out" position; won't retract nor extend from current position; Any help/advice is greatly appreciated.

I have never liked the method Volvo uses, wrapping the seatbelt around a vertical post. It is wrapped unevenly and prone to twist the belt.

Yours soulds like the spinning post has latched, the latch being held by 2 small pins. If one of the pins bends or breaks, the belt will no longer retract and the belt is then worthless and/or dangerous to wear.

You could remove the B pillar cover and remove the vertical post, open up the latching mechanism and find out what is wrong and attempt to fix it. If it is just a twisted belt, that is OK. Anything else warrants a new belt, your life is at stake if you repair it and the repair fails.
