My timing belt is rubbing against the timing cover. Is this an adjustment issue or would this most likely be caused by worn pieces (e.g. tensioner)?

    Your timing belt cover is keeping the belt from falling off!! Yes, there is a roller problem and it needs to fixed immediately. Most likely tensioner roller.

    I wouldn't even run the engine...
