Righto. Lots of surfing later, it would appear OBD started in the USA, now we have E (Euro) OBD beginning 1st Jan 2001 in Europe ! Anyway, I have found the following;

They seem to make, appear to manufacture perhaps only distribute, the sexiest "scanner" / code reader handheld unit, with all the correct software for the Volvo 850 '96 and others. Technictool sell it for US$1600
not a misprint.

This a sort of poor man's PC software with an RS232 isolated box thrown in for US$130 -ish. This is OBD-II generic software, so you need to 'decode' the error codes. Nice links to the standards docs etc.

Sykes-Pickavant Ltd - what a name ! They do a thing call an ACR - which claims Volvo plug-in modules. Price ? - Who knows.

Do a rather nice looking PalmPilot add-on - US$369 palmpilot not included, which claims "generic OBD-II" and also a PC software and cable product called PC-EASE - US$690 for the cheap option.
So, its surely a case of Volvo-fans-UK club members all sharing one; for a weekend each I think !
