Parking brake XC90 2004

My parking brake doesn't hold when applied. I've taken it to a local shop and they said the pads are good but they don't know how to adjust it. Is this something I can do or am I headed to the dealer?

All I could find were 2 conflicting articles and not on volvoxc.com

One suggest relaxing the spring on the pedal itself and waiting 5 minutes.
The other says to remove a panel on the center console by the driver's seat and manually adjust the cable.

The E brake is supposed to be self adjusting?????
