ETM programming V70-XC70 2001

Hey,
Yes, my 2001 XC V70 needs an ETM replacement, however it is past the recall warranty by several months. They cleaned it out and charged me $300 and then told me that I needed a new throttle to the tune of around $1200.

My question is this: CAN I FIND A USED PART AND HAVE A MECHANIC INSTALL IT OR DO I HAVE TO HAVE THE DEALERSHIP INSTALL THE THROTTLE BECAUSE IT NEEDS TO BE PROGRAMMED BY THEM???? IN OTHER WORDS, DOES A USED THROTTLE MODULE NEED TO BE PROGRAMMED BY AN AUTHORIZED VOLO DEALER???

Any help would be appreciated.
