Delay in power to dash lights, widows, radio V70-XC70 1999

When I start my v70 there is a delay in power getting to the dash lights, electric windows, fan, door locks. The power does come on later. I know that the mechanical portion of the ignition lock has failed. I swapped out the electrical portion with a known good switch also to confirm a bad mechanical portion of the lock.

Any idea what is causing the delay in power.

    Your issue looks like you're losing the X line from the ignition switch
    That powers Fuses 31,32, 33,34,37 involving a pair of relays in the fuse block:

    2/30 Marked "105" that powers the ECC and central locking
    and 2/60 another relay marked "107"

    The delay is a major puzzlement. I don't know how you can get a delay in the ignition switch X line. That's a weird failure mode. How long is the delay?
    Does it vary?

    I'd go to Volvo and get a new OEM ignition switch for openers.
    I'd find out how the main fuse block ground "31/50" returns to the battery.
    Both relays ground to 31/50 somewhere at the main fuseblock, You're in need of a quality high current mechanical connection back to the battery negative post.

    Where there's another with the same problem, it may be a lousy ground connection
    at the battery, something easily overlooked. Notice the piggy backed cables there that all need solid connections. The wires can get loose and corroded in the crimps and start to act weird.

    Did you find the solution to this. My volvo has same symptoms. Love my volvo but without windshield wipers its going to end my relationship.

    Your ignition could easily be stuck between start and on, especially if the key does not move freely. A jiggle of the key towards the on position should help determine that.

    BTW, removing the two break off screws that hold the keyed portion to the steering column is fairly easy to remove. Using a punch and a small hammer, knock the screw counter clockwise - once it has loosened, it will unscrew easily.

    A new keylock can be ordered from the dealer/factory. I comes with an extra key that will fit all of your other locks. I suggest replacing the security ring and the horn ring at the same time.
