oil under plastic cover and oil around turbo 850 1996

I just purchased an 850 turbo. I removed the plastic cover off the top of the engine and found lots of fresh oil in there. I'm assuming the cap is leaking so I should replace that gasket. Is it leaking because the lines on the turbo are clogged causing crank case pressure that forces the oil out the top? Can I just powerwash up there without harming anything? Also, there's a good amount of oil caked on/around the turbo. Are these problems related? What should I do?
