Very low vacuum readings S70 1998

I was glancing my boost gauge at idle and noticed that the vacuum is around 13inHg. Is that too low and am I running too lean or ignition too advanced?

Please advise, I'm running periodic rough idling where rpm drops till the engine almost dies for a split second but engine resumes to normal operation after that split second.

My car runs 18-20 inches. You are fine.
