Hand Brake / Parking Brake / Emergency Brake: Adjustment maxed out? S70 1998

I am out of adjustment at the handbrake lever between the seats, and the wheels are still not holding. As I turned the adjusting screw clockwise (T50 Torx), I was feeling more and more resistance each time I pulled the lever up, but then I hit the end of adjustment of the slide mechanism. This was after setting the shoes fairly tight. Shoes have approx 1/8 to 3/16 meat left.
Could the cables be stretched beyond useable limits? Is there any other way to provide more adjustment?

it is common for the cables to rust. And they are a biach to replace.

Good news: Cable replacement not needed. I dug deeper, and learned that the adjustment at the console lever needs to first be loosened as far as it will go. I then re-adjusted the shoes, and came back and adjusted the lever screw. She holds nice on a super-steep grade.
