e-brake shoes HELP V70-XC70 1998

I have done a couple of these in the past this is why i am at my wits end.

e-brake shoes attach with bottom spring, make sure bottom ebrake cable gizmo is in the shoe knotches. Everything looks good.

When I place the top adjuster in , it is fully depressed, the shoes are expanded to much and can't get the rotor on. The rotor fits no problem without the adjuster.

Sounds like my 1996 with the stuck cable, same problem. I had to replace the cable. Unless you never released the cable tension at the center console...

Check by lifting the center console and look at the plate that keeps the same tension on both cables. If a cable is frozen, the other cable is allowed to travel and the plate moves on that side only.
