I have read posts describing how the ECU can be interrogated to reveal true actual mileage on the vehicle. My question is, this seems to be an OBD1 system function. Does/will it work for OBD2, and if so, how so?

1993-1995 can check the data stored in the instrument panel (A-7). 1996+ need a VOL/FCR scanner, bbut many mechanics do not know how to go through the screens to find the odo reading.

An ELM327 can also read the odo, quite complicated. It is explained on Matthews site.

Does the VOL/FCR scanner requirement also apply to 1996-98 960s if their mileages need to be read?

I think the diagnostic boxes were eliminated in all Volvos beginning with 1996. And then the answer is yes.
