TURBO FUNCTION 2.3L 2002 V70 V70-XC70

I commute on a highway to work - stay at the speed limit - if I accelerate comfortably does the turbo kick in? Or does it only function during rapid acceleration?

Interested in good mileage and keeping the turbo working as long as possible, so what preventive maintenance is suggested? So far runs well.
