AC Fan Only Works On High ( 4 ) 1995 850

Can anyone tell me what is wrong, and how to fix this problem! The ac and heater fan only works on high speed, how do I fix it!!!!

I remember a few posts has this similar problem, but mostly they have the blower work on 1, 2 and 3 speed but died when on speed 4.
They said there are 2 separarte fuses, one for speed 1 to 3 and another one fro speed 4. The 2 fuses are in 2 different locations/fuse box. I cannot remember where did they say. Maybe some others can help. If not, then look for a 2nd fuse box and cahnge the blown fuse. Hope it can help. PChiu
