original gas mileage 850 1995

Can anyone tell me what the original MPG ratings might have been for my 1995 850? I believe I have replaced most everything possible that would have to do with increasing the gas mileage and I still can't get past 21 mpg.
I do not drive hard and most of my traveling is highway. I recently replaced the spark plugs, rotor, dist. cap, fuel filter and flame trap.

During the winter up here in BC, I drove 300miles through the mountains with four people and luggage with the cruise set at 65mph. I got 26.5 mpg (US gal).
Thats with winter tires and snow on the road. Around the city the thing gets about 20-21mpg(US). 1994 Wagon Turbo 200,000km (125,000 miles).

I've got one that few would consider: O2 sensor. Yup, this will kill your milage if it's malfunctioning. In the middle of my average MPG slide from 21 to 16(!) (over a year) my Check Engine light appeared and stayed. I just changed my front sensor, and presto, MPG is back up to 20 city / 24 or so hiway, 22 overall.

NO other changes in anything.

I'm getting... 850 1995

Currently I'm getting

23 - City

29/33 - Highway @ 75-83mph (depending on how flat it is)

Mines a N/A BTW

Afterthought:
If you're driving a N/A fairly easy you should be doing better than low 20's. If thats the case I'd have the Cat checked. I have a '93 Escort with 230kmi on it that has gone from 40mpg - 28mpg over the past 2 years. I know it's the cat slowly clogging up and everything else had been replaced and the engine is still in new spec. Just haven't gotten around to it yet.

Beyond what you've done already, I'll add air filter and correct tire pressure.

There have been several posts recently about gas mileage. Mine's a turbo and pulling a light trailer for 600miles, two-lane mountian and flat interstate, I averaged 23.5 mpg at a 57mph average. (According to the computer.) Without the trailer I imagine I might have reached 25mpg.

New air filter, 10W30 Mobil-1 and at least 7,000 miles on the current plugs. My tires are 205/50X16 Bridgestone RE730s, 33f, 32r psi.
