Why are Tires Metric and Rims SAE?

My guess is at one point they both must have been SAE, but when?

Why are Tires Metric and Rims SAE?

My first Volvo was a 1958 444. It had 15' wheels and wore standard 15' tires. I also remember that I could do almost any repair/adjustment with either a 1/2 or a 9/16 inch wrench. Swedes apparently were not into metric like other European countries. It would be interesting to know the history that brought that about.
