Can anyone give me any details on this bulletin. How can one check for this problem?

I just had a strut tower bearing replaced in my 2000 S40. I was aware that there was an update part, but I'm not sure of any details on the bulletin. Do you have a link or any info on this bulletin? I'd love to read it, since it was a huge PITA to get the dealer to replace the part free of charge.

What are the symptons of needing the bearings replaced? When I took my car in for servicing for another problem I asked the service advisor about this bulletin. He said there's nothing they can do if I'm not experiencing any problems and that the service bulletins are only notices of potential issues.
