This would be a warranty item if you have the extended warranty.....
I've not actually done this without removing the door panel for other reasons ... but I think the switch pack is just snapped in. The reason I think this is that on a rainy day I did see an S70 in my dealer's service lane with duct tape and plastic covering the open driver's window and the switch pack had been removed but the door panel was still in place. I'd first try finessing it with a small screwdriver or putty knife covered with masking tape.
If you DO actually need to take the door panel off, there is a TORX screw right behind the small cover plate in the door handle in the armrest, this plate is pried out with a small flat screwdriver blade, then undo the screw. Pull the trim piece behind the mirror towards the interior, it's also just snapped there. The door panel is fastened on the bottom front and rear with a bunch of reusable bayonet fasteners, if you're careful you can pull the door panel out without breaking any, I used a medium-width putty knife covered with masking tape as a tool. There is also a lip next to the window, the door panel snaps into this ridge, you push the panel up to un-do this, having the window open helps. This is really a lot less complicated than it sounds.
If the Radio Shack method doesn't work and you do go for a new switch pack, try the Volvo parts discounters, such as Volvo of Houston (800-468-0041), FCP Groton, All OEM Volvo Parts and Verrigni Marine. See the pull-down menu above.
