Cleaning Instrument Panel Lens?

I just bought my fifth Volvo, a V70 T5. It's a great car, but one little thing I'm trying to fix are these milky specks on the instrument panel lens. It almost looks like Armor All has been splattered over it, although I can't tell if it's on the interior or exterior. I have tried the usual cleaning methods --Windex, Orange Stuff, soapy water, even toothpaste. No luck.

Have any of you ever experienced this problem? And do you have any recommendations other than replacing the lens?

    Cleaning Instrument Panel Lens?

    We have the same thing on our 1997 850 Wagon. I have come to the conclusion
    that it is in the inside. I haven't attempted to remove the dash cover yet to get to it. I am not sure but removing the instrument panel may easier in the V70.
