smog test glitches S70 1998

I just went to a smog shack (in Nevada)for annual mandatory test. Since July 1, they are required to test thru the computer hook-up. My 1998 S70 failed, catalyst, oxygen sensor heater and secondary air system are problems. Computer says that those monitors were not ready. The tech says that since july he is seeing that often in Volvos, Mercedes (96-01)Fords and some Chevy trucks.
What is going on here? Is the fault with some manufacturers, with the test system,what?
Is this only a Nevada problem?

    I live in GA, and this was the first year I had to test my 2000 S70. I got the same errors from the test system. It would say OBDII not ready. The weird thing is if they use the handheld OBDII reader, it will show all systems without a problem.

    So I had to call the state clean air people, since the service center had no idea why the handheld reader was fine but the actual testing software showed errors. When I called the state people they gave me a pass or waiver for this whole year once I told them what model of car I was using.

    My theory is the Volvo emission control systems are much more detailed than most and the testing equipment can't check it. I'm not sure what that is, but that's my guess.
