headlights stay on

I'm having a weird thing happen wherein when i turn off the ignition, sometimes the headlights stay on. When things are operating normally, the headlights simply go on when the car is on, and off when the car is off - in other words, you can't manually turn them on or off. I've replaced the electronic portion of the ignition switch and this doesn't seem to help. Does anyone have any ideas?

May be a couple other components : headlight switch or the headlight relay.
My guest would be the headlight relay which is located under the fuse box. You unscrew the 3/4 torx screws around the fuse box cover. You should see the relay. I forget the relay number but it is a big (2 in 1) relay.
