S60 fuel filler door

My '01 S60 had the gas filler door fall off at a gas station.
Later I saw another S60 without the door.
The dealer charged me to put it back on as it was not a warranty thing.
Is the door hinge system a common problem on these cars?
Should it be a warranty thing?

    If I were you I would write a nasty to Volvo. It's not a cheap car, why is there a cheap door? Even Ford and Chevy have solid doors.
