Fog Lights and relays V70-XC70 1999

I recently got some V70 foglights and following the instructions on another site I was able to source the dash switch and the two relays that go up under the dash. One of the relays is a jumper not a relay, not sure what it does. Jump I guess.

Anyway, I plug it all in and checked the fuse. Nothing. I tested the relay and it works. When I flip the switch I do not here the relay click.

Is there something else I need to make this all work? Another relay - there seems to be a lot of blank spots in the relay box.

    Dave,

    I know that my 2004 V70 would require a software download at the dealer to make the foglights work. I don't know if a similar download would be required for your car or not.

      The relay that is actually a jumper is to "program" fog ligh toperation for different markets/nations. For example, in the USA, Volvo factory foglights only operate when the headlights are on. For Japan, they only operate with hi beams.

      You don't need software for a '99 to activate fog lights. I think 2001 was the first year for the computer controlled lighting system.

        YEs I figured that's what the jumper does. I have since sourced a wiring diagram so I guess I will be probing around with my multimeter. Can anyone confirm that all I need is the relay, the jumper and the switch? Seems that way according to the diagram.
