High RPMs at idle 850 1996

Today in 10 degree weather my engine started racing at stop lights - when I put it in neutral it went up to 4500 before I put it back in gear and stood on the brake. Obviously not a good thing.

Lifting the accelerator pedal with my foot had no effect.

Before I got home it stopped misbehaving. After parking I took off the throttle body cover and tested the movement of the linkages. They did not seem to be sticking, but I sprayed WD-40 on the springs and shafts anyway.

The car was recently tuned up.

What else should I look for if it happens again?

You can do two things:

1- Clean the throttle body

2- Clean the idle air control valve.

On cold weather the grime that accumulate inside these two parts tend to get hard and really interfere with the proper functioning. Also, on a second thought, check to see that all your vaccum lines are in place.
