Emissions Warning V70-XC70 2001

Got a Service Emissions warning on my car's message board, with the Check Engine light going on at about the same time today. Car has 84000 miles on it.
Do I need to take it to a dealer or can a general mechanic look at this?
Can I fix this??

    Emissions service needed is simply the "service" light. The check engine light can be read by anyone with an OBDII scanner. It's that "Performance Diminished" warning that you have to watch out for...that one is mean! I'd just get the code read and go from there.
