Reprogramming one remote stops other from working. What's happening? 850 1997

Both remotes on my 97 GLT wagon started going wonky after about five years. I've replaced batteries in both which helped some, but wasn't a fix, reprogrammed them, which also wasn't a permanent fix, and finally took them apart and painted the underside of the little rubber blisters with a Radio Shack pen used for making conducting circuits. After doing that I reprogrammed the one that had totally failed and it was like new. I then did the same to the second remote, reprogrammed it, but when I tried using the first remote it was totally dead. It's one or the other but not both it seems. I understand you can program up to four remotes for your car, which means the receiver has four positions, and when these are filled it must be bumping one to make room for the next. I'm guessing that over the years and the reprogramming I've done when the remotes become wonky, that I've filled up the four positions with unrecognizable codes except for the last one.

In short, is it the remotes that are sending bad signals to the receiver, or is it the receiver that is no longer capable of recognizing the signals from the two remotes? My worthless Handy Dandy Hayne's manual has absolutely nothing to say about keys or remotes. I'm hoping the remote receiver is separate and not buried on the motherboard of the ECU someplace. Any explanations for the remote anomaly or where the key receiver is at greatly appreciated. Dick

You have to do both of them within a 30 second window from the time you do that 5th key turn.

To reprogram receiver, turn ignition switch to position I or II 5 times
within 10 seconds. Leave ignition on at fifth turn. Press either LOCK
or UNLOCK button on transmitter once within 30 seconds. If transmitter
is provided with different key codes, programming of each unique code
must be accomplished within 30 seconds. Turn ignition off. Verify
operation of each individual transmitter.

You don;'t prgram the remote, you progra the car to that particular remote. I know this because when I gave my remote to my wife, and programed it, it now works on both cars.
