96 850 heater fan stays on

what would cause the heater fan to remain on after the ignition is turned off on a 96 850. Had to pull the fuse to get it to shut off.

Logic says the fan switch. Pull it out, unplug it, put the fuse back in, and it should no longer run.

Wouldn't the fan go off when the ignition switch was turned off even if the fan switch itself was bad?
