Well with logic like that I'd say you are due for an new differential too, because after all it is going to wear out eventually too, right? I've been driving and servicing Volvos since '85 and I would be appalled if I had to do any major mechanical on the car prior to 150K, and even that is very early if you do your part. Now if the vehicle was not maintained, that is an entirely different story. I personally have seen a '99 S70 with 60K on it that had one piston that absolutely shattered/exploded. How you might ask? That was easy, he drove it off the dealer's lot brand new and NEVER changed the oil in it! So it can be done, you can turn the engine into scrap metal inside of 60K but that is by far and away the exception to the rule.
Radiator, trans flush, bushings (possibly), these things I can see and recommend. It is a little premature on the radiator but by the time it is needed. You can always pull the upper radiator hose back just a little bit(while it is at operating temp) and take a pocket screwdriver and see just how soft the plastic really is. If it offers some resistance then it is probably ok, but if is more like carving into cold butter then you need one pronto. The car is after all 13 years old and a couple of things that should really be on that list are brake fluid and coolant changes and a timing belt. If you do hang a new radiator make sure you stuff in a new thermostat as well.
Unless your "friend" has something hard and definitive to base this recommendation on I would have to take it with one very large grain of salt, know what I mean?
