A/C: Why only cold air when the car's moving??

Hi:
Apologies for another AC post, but it seems the AC only blows cold air when the car's moving. The cool air temp seems in direct correlation with how fast I'm driving. If I'm stopped at a light, I'll totally lose cold air - but as long as I'm on the highway it's blasting.
I just got it charged a couple of weeks ago...

Sounds like the radiator fan is not moving. Probable suspect is a relay.
