Help...850 oil pressure seems high and has exhaust smoke 850 1995

I am noticing oil being forced out the oil cap. Replaced it and same problem. Also at the stop light, when I go, I see a cloud of smoke behind.
There seems to be high pressure as when I slightly remove the dipstick, I can see the smoke vapors really coming out. Right now I am using a quart every 40 or so miles and it is embarrasing. Any help? I've read that it could be something that is clogging by the flame trap or that the oil pressure regulator is broke?
