HEAT/AC air flow dial 850 1996

The dial that controls the heat/AC air flow direction on our 96 850 is only semi working. It only wants to turn clockwise. If you go CCW, it grates, grinds and carries on but will move with some effort which I don't do for fear of breaking the dang thing (may be already broke). What kind of mechanism is this thing? Is it a vacuum controller? This is the basic system. Just a dial for driver/passenger temp. control and the larger central dial that controls which vents get the air. Many thanks!
