driver's seat heater 850 1996

I've read through old posts but I'm not finding the answers I'm looking for.

The facts:

Driver's side heat seater stopped working abruptly. Passenger side still works fine.
Found the "red wire" broken under driver's seat. New clip put on. When trying to reconnect the wires, I inadvertently pulled out the white plastic disc that inserts into the seat cushion. I reinserted it. Subsequent test with voltmeter shows no power to the seat heater wires.
My mechanic states that I need a new relay. Are there separate relays for the L/R side?
My car did have the seat heater recall repair work completed in 2003.

So is the relay a likely culprit?
If so, where is it located under the dash?

I live in Vermont and heated seats aren't so much a luxury...
