Tires For 1999 V70?????? V70-XC70

Curious about your thoughts on tires for V70. 90% of our driving is in the city with occasional road trips. H rated tires on car now. My friend says I don't need them. He suggests a T rated tire. I don't know much about tires. Would love to hear some suggestions.

Further, plastic covering on door panels on right/left front doors is coming loose. Kind of bubbling up or loosing its grip on whatever it is on. This would be the recessed area around the door handles, etc.

Anyone seen this????????
