DASH LIGHTS, SUNROOF, A/C, FAN -- NO WORKY V70-XC70 1998

The dash lights don't come on, the sunroof is stuck open (switch doesn't work), the fan and climate controls do not work. There is a 10a fuse that immediately "blows" when the car is turned on. Any ideas?
