Timing belt V70-XC70 1998

Does the shaft of hydraulic timing belt tensioner touch the upper part directly,
or is there some kind of washer / cap in between ? I see the plastic ring which sits on top of tensioner body, and I suppose it's there to help should the belt break. Just want to make sure I'm not forgeting something.
