OBDII Code P0172 - Fuel too rich - O2 sensors? 850 1997

97 non turbo 850-My check engine code P0172 is "the pcm has determined that during testing, the fuel system for bank 1 was too rich."

Do i need to change the Oxygen sensors (front, rear or both)? or is it the Air Mass Flowmeter? or is it something else? how can i confirm its the Oxygen sensors without spending the $200+ replacing them?
