No Start, Jetronic error 1-3-1 - faulty RPM sensor 850 1994

On attempting to start, engine does not turn over. Fuel pump comes on. Is it not even turning over because of the RPM sensor? I know my 740 will turn over but not start w/o rpm sensor signal.
